Donna Hallman is an Arizona native who has proudly called this community home since 1995, living in San Tan Valley since its very beginning. She has witnessed firsthand how the area has grown, changed, and evolved. From farm and open land to the vibrant community it is today.
With growth comes opportunity, but also responsibility. Donna believes continued growth must be guided thoughtfully, responsibly, and with respect for both the community’s roots and its future. Times change, and so do community needs, and leadership should reflect that balance.
Professionally, Donna is a former insurance agent and broker, a role that built her career around trust, clear communication, and advocating for people during important moments in their lives. Her commitment to service extends locally as well, where she has provided hands-on leadership in every capacity for two HOA communities, gaining real experience in budgeting, collaboration, and problem-solving.
Donna Hallman focuses on making decisions that are truly right, rather than on who might benefit from them. She believes in upholding morals and integrity, regardless of pressure or the status quo. She is not influenced by special interest groups or developers, and she is prepared to ask tough questions and stand firmly by her principles.
Donna is running for San Tan Valley Town Council because she believes local government works best when it listens, plans ahead, and keeps neighbors at the center of every decision. She’s committed to being a steady, approachable voice for the community she’s long called home.
Leadership is not about titles, it is about showing up. I believe good leaders use both their head and their heart and stay connected to the people they serve.
Good leadership starts with listening. If it affects our community, the community should be part of the conversation. Town government should be understandable and trustworthy.
Decisions should be made based on what’s right, not who benefits. Integrity is not negotiable, and leadership should answer to residents, not pressure, status, or special interests.
San Tan Valley is changing and that change should be intentional, not reactive. We can grow forward without forgetting where we started.
